Thats why I love highlander-list-setups... no spamming anymore... less balance issues...
In my opinion spam lists like the one of the OP are boring to play (with and against), look boring on the field and dont need any kind of skill.

Just 1 of every unit type. Troops and dedicated transports wont be limited usually, but I recommand limiting them to... 0-3 for troops ans 0-2 for transports to avoid serpent spam.
Remember that you can still have more than 2 transports but just not more than 2 of the same type.
Such a setup doesnt fix all the balance probems, but without spam lists games are much more entertaining and less rock-paper-scissor than normal games.
Such rules would cripple a SOB list. They simply don't have enough good units. I'd hate to be forced to use Penitent Engines or Repentia. That's an automatic lose.

It would also cripple the new IK-"Codex". But thats just 2 codices. You can define some exceptions for sisters if you like...

I think that three Wraithknights is too many. I've had success with two, which seems to be the magic number. Three knights is going to run 720 points, or about 40% of an 1850 list. It can work, but it makes the list into a bit more of a "rock" than just taking two with more balanced support (or the most competitive option--Seers Council/Beasts).
That being said, a list of:
Farseer on Bike
3x5 Dire Avengers in Serpent w Scatter/Shriuken Cannon
5 Dire Avengers in Serpent w Scatter
3 Jetbikes
3 Wraithknights
2x6 Swooping Hawks
is still potent at 1850. However, I tend to think that it isn't a great investment considering the way the meta is shifting at GTs.
