Wouldn't adding another phase to the game just give GW another opportunity to introduce more charts and tables?

No, because all they have to do is work it ala Fantasy Magic phase which is dead simple;
1. Player who's turn it rolls 2D6. Total = base power/casting dice, highest single roll = opponent's base dispel dice.

2. Each psyker gets to roll 1D6 in an attempt to channel additional dice. Neither the power or dispel pools can ever go above 12 dice.

3. Each psychic power would have to be assigned a specific casting value. (ie: Prescience would be fair at casting value 7 or 8). To cast a power, you choose to roll between 1-6 dice and add your psyker level to the total rolled. If you equal or beat the base casting value, your power goes off at the total rolled + Mastery Lv.
If you roll a natural total of 1 or 2, (before adding your Mastery Lv), your power automatically fails to cast. (ie: not enough power!)
If a psyker fails to reach the base casting value, they break their concentration and can no longer cast any more powers this phase!

4. Opponent gets a chance to try and dispel a successfully cast power if they so choose, picking a psyker to act as the dispeller, then rolling between 1-6 dice + adding their psyker level. If they equal or beat the casting player's total, the power is dispelled.
If they fail their dispel attempt, then that psyker breaks their concentration and can no longer dispel this turn!

It's really simple and is great at creating a type of mini-game within a game as a big part of being successful with Magic in Fantasy is knowing exactly what spells you need to push through and which ones to cast first in an attempt to sucker out those dispel dice!
As long as we avoid any of the current shenanigans of the dreaded instant kill spells, (ie: imagine Jaws, but have it affecting every single model in the targeted unit!), there'll be little point in the brainless 6-dicing FTW! crap that currently goes on...

Add in a table for suffering Perils of the Warp, (ie: a 40k version of Irresistible Force/Miscast), plus Deny the Witch could become a 40k version of Magic Res, and you're good to go.

I've always hated how GW has basically neutered the crap out of psykers in general ever since 3rd edition and on...
I mean these are guys who can open up tears in the fabric of reality and/or potentially even turn entire planets inside out, but on the table they can barely manage to scorch a guardsman's eyebrows! Unless of course they're Divination buff-bots, who then run about entirely uncontested even by other (sometimes more powerful) psykers!

Psykers have been screwed up & marginalised for too long, they need their own proper phase back!

No more so than it is on the daemon flying circus, or screamerstars in general, or Taudar, or beast stars, or etlock stars, or farsight bombs, or the Tzeentchilist uber prince.

Actually a great deal less so given that Biomancy nids never dominated tournies like those.

Think of a daemon incursion like a fart you don't quite trust... you could either toot a little puff of air, bellow a great effluvium, or utterly sh*t your pants and cry as it floods down your leg.

I agree they need to bring the Psychic phase back, I always liked the power cards and stuff.

Plus I'd change the deny the witch rule, it nerfs too many directly offensive powers for no good reason (they still get armour/invul saves)
