You would think that, right? Actually, no. Anonymous riders to bills happen all the time, some infamously. Sometimes they become law because elected officials don't read what they sign.

Interesting. We were told in law school you can't sue the royal unless the royal permits it. Must be under one of those.

Check up the Federal Tort Claims Act. There are restrictions on exactly what you can and can't sue for, but I'm bad at legal jargon.

Awww. Because the title said 'Feudal', I was hoping there'd be knights involved? No knights? That is a shame. A missed opportunity for the US: Armoured knights on horseback s̶t̶e̶a̶l̶i̶n̶g̶ taking kids' money. Give a more literal meaning to the phrase 'Robber Baron'.

Ok so I was right. The govenrment permitted itself to be sued under those conditions.
