But sacrificing a cultist or pink horror to add a lvl 2 tzeetch herald to a tzeentch unit will only need a single 4+ to get off a lvl 1 power. That's gaining 2 more power dice by using 1 to 3 dice to cast the spell.

Once again assuming you get it off and assuming:
that its not denied
you roll it enough times
that you are not turning him into a easy kill for your opponent since he is on his own since ICs cant join other units outside of the movement phase
that the net gain in dice makes up for the loss of offensive power in your list if you are designing it around your powers.

If i understand it right, he'll be able to join anyone in his movement phase since the psy phase is before movement. Or am i wrong?

Also it's worse than useless against high toughness units like Nurgle bikers as it makes them stronger.
It's mostly a chaff clearer. For elite killing, a Screamer star is likely to have to get close for the jaws and etherblades to do their work.

I use them quite a lot. Screamerstar is a thing I use among other things in my Daemon army.
It is quite fitting and sensible that the servants of Nurgle are so resistant to Tzeentch's powers. Especially when Horrors desperately throw flickering fire at Scabeiathrax while only succeeding at making him stronger.

In 6th, FF from heralds with a locus is so much more then a chaff killer, combined with divination powers it one of the most powerful units in the game for pure shooting ability.
