"The Arkham Knight" is the guy who has a gun to Batman's head towards the end.

The guy with the orange, glowy claw is the Arkhamverse interpretation of "Scarecrow".

Of course, I'm not ruling out the idea that the Arkham Knight is a figment of Batman's imagination after being exposed to Scarecrow toxin.

It's not...

If you look at some of the general "goons" in the game, they're wearing fatigues with the same red/black/grey digital camouflage pattern as the Arkham Knight.

Tim Drake's still too young. Whoever's in the Knight costume appears to be an adult. Of course, that doesn't rule out Nightwing. But the latter likes to fight with his sticks, and those aren't in evidence. So if it is Nightwing, then he's a bit out of character (even for brainwashed and crazy).

Azrael is also a possibility, but I doubt it. He appeared in the previous game, and has a distinctive costume that doesn't look like the Knight's.

It's not a Robin or Azrael.

I'm going to stick with Hush.

The suit looks quite advanced though. Possibly Wayne Tech. So it's either stolen or from another massive corporation... buT which one?

Personally, on the topic of the Knight himself, I see no reason to believe he's anything but just a new villain. I'd be a bit disappointed if all the "Look at the original villain we created!" turned out to just be a new costume for an existing character.
