Sure you can, unless the rule also states you can't hold the template at an angle to the table...

It's lost some of it's sniping ability. Before, you could multiple barrage and place markers over specific models and allocate wounds to them first. Now all wounds come from the center of the first blast marker.

This is also true for flamers. Couldnt find a rule that said it only hits one level

Good.

The flame template now has to touch the base of the firer, so it can't fire up levels at all.

For both blast and templates you one, need line of sight, but more importantly you have to be able to see the models under the template which is way trickier then it sounds.

Odd, so a guy from above will hit everyone below (they are under the template), but it doesn't work the other way. Guess fire rolls downhill, and heat no longer rises.
I'm not seeing the requirement to see the models under the template/blast. The only restriction I see is when you empty the wound pool you can only apply the wounds to models in line of sight.

What page is the must see rule?

I have the digital so I'm not sure the page number but the Blast USR "Take a good look at it from above - each unit suffers one hit for each of their models..."
Similar wording for flamers, my point was that at least on most the ruins I'm familar with if the blast or template is covering guys on the third floor you don't see the guys on the first and second floor bellow the template using the method they describe so it really doesn't hit all the floors at once.

At the risk of turning this in to a YMDC thread, it never says you need to be able to see the models. just to take a look at it from above. You then work out number of hits from the models beneath the marker. It doesn't say "visible models". The rule would operate the same if it said something stupid like "take a look out the window". The reference is just to aid you in the easiest way to work out hits, the "must be visible under the marker" idea is an invention that can't be justified in the rules.

The template wording is a bit more odd. The idea of having the template touch the base, and then work out what is under it, doesn't really work. If you followed that method you would always lose rage because of a diagonal template, as well as terrain and tall models stopping you placing it. I am of the opinion that the placement of a template is meant to be more of an abstraction, holding the template over the position that it would be if it was flat on the board. However, I can't argue rules on that so I am not going to try.

True it doesn't say you need to see them, but it does make taking a good look rather pointless and actually from a vertical perspective the entire table is beneath the template so you could go that route to which makes blast never miss, in fact that they hit everything which is great for players using lots of them.

Also it says beneath the marker, so anything above it will not be hit.

Torrent can get around this problem but still have to measure the range from the base/gun. Flamers could be fired at an angle but it would be hard to get as much depth.
