Who "normally" plays that Chaos get 2 focuses? They get Chaos focus exactly because it is impossible for them to get normal focus (unless they are lvl1 where chaos focus gives the same result if they roll on their tree).

So who on earth plays it that made up rules "normally" and why would you consider made up houserules to be normal?

Because some people believe that chaos focus does not in fact preclude you from gaining psychic focus, which i disagree with.

Although I also believe that Fateweaver can take Malefic, like RAI wise, not RAW though.
