And this is where we have a problem... If one applies the theory of survival of the fittest, boots are now the ultimate life form. I can think of no feasible way to remove invasive boot infestations...

What about tramps? I thought they predated on boots that have ventured too far from the safety of the boot-herd?

Pretty much this. You've gone from having a load of annoying bamboo to only having to deal with a single Panda who has already used his flamethrower fuel burning hobos.
Tranq the panda, confiscate his flamethrower, and you're sorted; you even have fertile - if slightly singed - soil to being planting your new stuff in!

As to your plant issue, dig out the whole thing, all of it, churn the soil afterwards, weedkiller and then tarp and or carpet underlay, to cut out light but be moveable enough to continue cutting out light as the plant pushes upwards. The neighbor we back onto has knotweed, she ignored it for two years now it owns her yard. She's started fighting it but it's bloody amazing. I keep climbing the fence to churn the ground near our yard as there's no effing way it's getting into my lawn or beds.
Research getting rid of knotweed, the same principals will apply to bamboo. Remember it's a grass, so cutting it down will only encourage it, it grows from the base, not the end. Dig it up, if you don't envisage growing anything else there, chemically treat the soil.

Panda with a flame thrower is a very bad idea. Panda eat bamboo. Not only will you still have a bamboo problem but a very protective Panda on his/her food supply that is now armed with a flame thrower that can reach the house.
