Raw is quite clear.

Select Target(s) for All weapons
Fully resolve each weapon before moving on to the next.

The normal shooting sequence is followed in all regards except where the specific exception for choosing multiple targets is used.

This follows the rules.

To choose a target, resolve a weapon. Then choose a new target and resolve the weapon. The choose another target then resolve a weapon does indeed break the rules and shooting sequence without a specific exception to do so. Playing it this way does not follow the rules.

Each weapon is treated as firing independent as following super heavy rules and since special rules over ride standard rules (in this case it is the super heavy rules) you are allowed to throw your weapons around regardless of the standard dictating a target because each weapon is fired separately from the others.

This is wrong. They follow the normal rules for firing as any other unit would with the exception that each weapon may choose a different target.
