I play crimson fists and I love my heavy bolters, with tank hunters they are pretty good at popping light tanks/transports and then open up the squad inside for my ap3 missles to shoot at.... In my experience weight of fire will kill anything except flying fate weaver with a 2+ reroll able, but that is a story for another day... I also take the heavy bolters on my tac squads for the extra fire power and a bastion, for more heavy Bolter goodness... It is a static army but has lots of DAKKA. Also really like the heavy Bolter with 2+ poisoned rounds on scouts...

As a Fist player i will time to time run out a 10 man Dev squad with 4HB. The unit puts out quite a bit of dakka, and as the only unit that benefits from both the IF chapter tactics its a nice play. Def not auto include since the HB is worst against Marine armies and you tend to see lots of those.
Run into the right army though, Orks, DE or a few others, and the unit is awesome.

I think they are a good way to give Tactical Marines a heavy weapon without muddying their role as anti-infantry. If I have spare points and am planning on a unit holding the line or camping an objective, I can give them a Heavy Bolter and count on it to do a few good wounds a game.
Especially if you can get your anti-armor from other sources, a Heavy Bolter is a justifiable weapon.
