My marines march into battle in perfect condition (I don't paint rust or damage on Space Marines)
My marines have seen the worst of it and their armor and vehicles show it (I weather and chip marine paint)

Really? I would expect you to go on a tirade on how the bootsoles are out of scale and far too big to function well.

My Salamanders enter the battlefield in mint condition (equipment wise), they are craftsmen afterall. That does not mean they're all shiny tho.

I'd go with 'depends on the chapter'. Some, like Salamanders, who probably take great pride in their skill as craftsmen would find the time (and even enjoy) to keep their gear in perfect conditions.

Others (IIRC the Tome of Fire has Marines Malevolent heavily relying on scavenged gear, with some of them even wearing mismatched pieces of armor) I'd imagine would settle for 'functional' and even see attention given to looks as a distraction from their duties.

Depends on the fluff behind the army, my CSM are all in good condition as in the background I've written for them they are just advancing into battle similarly my WE are just a bit muddy and some light scratches as I've depicted having just recently arrived into battle whereas my IF are heavily weathered and damaged because they're meant to be half way through defending Terra so they're not going to have time to sit down and polish their armour if it functions it's good enough for them.

The whole 'depends on the chapter' doesn't really work though, the Salamanders may be great craftsmen but even they aren't going to stop mid fight to clean up their armour.
