I think tenth company Night Lords gave lots of people the impression that most CSM are ill-equipped, running on fumes, and having a hard time. Taking that into account it's easy to see how CSM are unsustainable. In the most recent codex there's a blurb about how the CSM incursions are becoming more and more frequent every decade. I'd say there's more background to support sustainable/growing force than one that is dying out.There's also a lot of vocal loyalist players who don't like the idea that their plastic men aren't the best plastic men, I'm sure the same could be said for chaos players as well (look at the hundreds of CSM codex rants).
