I'm pretty fine with Belial's sword being AP3. AP2 would be great and all, but then the only real purpose to the th/ss loadout would be fighting vehicles (he's rolling with terminators, nothing short of a land raider will survive hits from his crew anyways (and even then, chainfists)), concussive, and ++1.
In trade, you throw away wounding ANYTHING on a 2+ at initiave 5, and the ability to make precision shots on a 5+.
Lightning claws on the other hand, pushes him up one more attack and gives him shred. They all have their pros and cons.
I mostly use TH/SS belial to deep strike a unit with 1-2 heavy flamers where they need to go/ go after the warlord for +1 VP, and sit him in the front to tank shots with his 2+3++ (and typically I bring a banner of fortitude for a 5+++) so that his unit remains effective longer.
sword of silence belial goes in with his crew to try to shoot out some heavy/special weapons (not likely, but worth doing) and take advantage of the 2+ wounding vs monstrous creatures like TMC's.
lightning claws belial goes with a command squad with either the dark angels chapter banner or deathwing banner in a land raider full of other lightning claws terminators and a chaplain for a ton of attacks that reroll to hit and wound.
I honestly like him where he's at. He's a bit more expensive than a normal company master, but he has more bling. My only complaint is that I can't bring a normal guy in TDA to unlock DW as troops should I desire. But that's just the way it rolls. It'd also be neat if you could choose at deployment what weapons he was rocking so you could tailor him to your enemy, but that might be a bit much. Or even use his sword like the grey knights champion. chose a stance each turn for either +1 invlun/concussive, fleshbane, or shred/+1 attack.
