Not even. Immortals didn't come out until after 3e dropped, they were a new addition when they switched from armour-eating Scarabs to self-destructing scarabs.
It was originally;
Warriors and Scarabs - WD 216 (March 1997)
Destroyers and Lords - WD 217 (April 1997)
then
Immortals - WD 231 (March 1999)

The days of Tau and Necron from the late 90s/early 00s are a thing of the past I guess.
I got the original White Dwarfs from the initial Necron release. Month 1 they got Warriors and Scarabs. Month two they got a Lord and Destroyers. I dunno about Tau, but so far Skitarii and Necrons are equal in release.
EDIT: Didn't see the post by Furyou Miko, but that's spot on.

I don't mind the smaller releases, I'm just not going to pay $50 for a codex when it's nearly double what the old books were with half the army content- we've effectively gone up 300% in terms of codex cost over the last 2-3 years. On top of the fact that GW seems to have given up any semblance of trying to make quality rules (aka balance them appropriately within the game), the value on the book is even less.
The models look cool. I'm sure they'll be teamed up with IKs (again, now $100 in rules alone to add one unit) since they seem to fill some holes and fit aesthetically. I think their level of hate will depend on whether people are loading them in allied drop pods and the like, but that has more to do with dumb rules than it does Skitarii themselves.

You could always just grab the White Dwarfs. I take it it'll basically be the full codex without fluff.

The White Dwarfs are always missing a number of key components, usually the armory, relics, formations etc. Formations in the case of Skitarii may be extremely important if they go the route of Harlequins and don't have an HQ (not sure if that's happening, more of a general thought). And yes, people will say "just copy down what you need from a book" but they might as well be saying "just steal the book online" for as useful as that comment is.

Interesting. What does the "Doctrina Imperative" do? I've heard about it but I haven't discovered its purpose yet, so I'm quite curious. Is it some sort of command structure thing? (ala IG)

At the moment, Nobody Knows.
My guess just based on the name (Doctrine and Imperative both implying that something has to be done) is that it will be more a risk than a buff, perhaps requiring them to perform certain acts if they can (ie. shoot at nearest unit/not leave objective ect). Basically, an analogue Isntinctive Behaviour. That said, I could well be entirely wrong.
