I find, to convince a gaming group that you should only hit the level your blast lands on/barrage weapons should only hit the top level, all I need to do is take a few blastmasters.

When a single blast hits everyone in a unit and most of another unit on the ground floor and ignores all their cover, they start reconsidering their RAW stance.

You are placing the center on the skyshield.

Unless i am mistaken (and prepared ti be corrected). You can't target an unoccupied building. So you cant target a Skyshield with no models on it, unless by some coincidence due to close by models

I'm also pretty sure that there are rules for open-topped vehicles, that allow hits to be assigned to embarked passengers if the vehicle is hit by Blast [d3?] or Large Blast / Template [d6?]

It's only for templates. Blasts can't hit passengers, because they're not on the table.

So when a vehicle or building explodes the passengers aren't hurt? Because they are not on the table yet... you place them on the table once the vehicle or building is removed.

Sorry to say that for the mechanics of the game they must be on the table. Just because the models aren't doesn't mean the unit is not deployed

The passengers are hurt when their vehicle explodes because the rules say they are.

You have that backwards. The mechanics of the game require us to consider them off the table, except in the case of those rules that actually allow them to function as if they are. Otherwise you would be able to shoot at them.

RaW: Models under the Skyshield are Hit. There is no "roof protection" from Blasts/Barrage

HIWPI:
Blasts as usual, Indirect Barrage needs "view" from the Top. Fluff setting (it'll still create issues).

It's like you take a Space Marine and say "what could make him cooler?" Instead of adding more super-genetic-psycho-organic modification, you take it all away. You have a regular human left in power armor and all the armies of hell at the gates. And she doesn't even flinch. Pure. Badass.
