Except while he can shoot twice in your opponent's shooting phase, only the active player may nominate to shoot with units during the shooting phase, and so you won't be able to select him to shoot. In theory, if something gave you permission to shoot in your opponent's shooting phase though, then his rule work then.

Personally I thought he could fire his gun twice, but had to shoot at the same target.

Pick unit -> nominate target -> start choosing and resolving weapons.

What part of that makes him able to nominate a second unit to shoot, rather than "choosing and resolving" the same weapon twice at the nominated target?

His rules specifically state that he can chose to fire at a different unit. Which is nice if he is your warlord because you can then have Ra fire at two separate units while the reapers fire at a 3rd.

If anyone wants to play vy the stupid RAW that Maugan Ra can shoot in either shooting phase, I'd be happy to play along.

Only the active player gets to choose the units that shoot and the targets. If I'm playing my Space Marines against your Eldar, then during my Marine Shooting phase I'll choose Maugan Ra (since you said he can shoot this phase, right?) and I will choose an enemy unit (enemy to me, so any of your units - like that WraithKnight or the back of your Falcon Squadron). RAW, I just got permission to use your Maugan Ra to shoot at his own units =cP

Except it doesnt work that way for choosing targets. Friendly or enemy is determined by the model not player, so would see eldar models as friendly, so he couldnt target them. You can still shoot your own units though, or if your opponent has allies that are treated as enemies ie cta allies

I have always played (especially with split fire) that you declare all targets first before you roll any dice. Doing it any other way gives an unfair advantage.
So my suggestion for shooting would be something like:

Maugan Ra:
1. Nominate Unit to Shoot. (Maugan Ra)
2. Choose a Target. (Choose BOTH targets)
3. Select a Weapon. (or type of ammo for target 1)
4. Roll To Hit.
5. Roll To Wound.
6. Allocate Wounds & Remove Casualties. (target 1)
7. Select a Weapon. (or type of ammo for target 2)
8. Roll To Hit.
9. Roll To Wound.
10. Allocate Wounds & Remove Casualties. (Target 2)
11. Move on to next shooting unit.

By declaring both targets before shooting you bypass your other problems and by that reasoning he would indeend be able to fire overwatch twice... but Im really not to sure about that, but following the same reasoning as monsterous creatures I think I would allow it.

It raises another question about targeting though... If Maugan Ra is part of another unit (Dark Reapers for instance) Does the first shot have to be att the same target as the unit or would he be able to pick diffrent targets for both attacks?
