If you could call that an "alliance". The writer of that novel clearly did not understand the Sisters at all.

Just to name the two that stick out in my memory the most:

The Sisters are the militant arm of the Ecclesiarchy, trained from a young age via the Schola Progenium and then in the Sisterhood, in warfare and combat. Yet, they seem incapable of mounting an effective defense against a land-based army approaching a walled, separated city, until the Space Wolves arrive to tell them how to do it.

The Sisters are one of the most-trained organizations in the Imperium at detecting, and combating, heresy and the worship of Chaos... and yet they don't know how to perform sweep-and-clear missions of Nurgle infestations until the Space Wolves arrive and tell them how to do it.

I'd say hands down Salamanders first. Followed closely by Imperial Guard.

Also Dark Angels would be considered pretty good allies because Leman Russ and the Lion were such competitive bros.

Fluff-wise, I could see Dark Angels and Space Wolves being super allies anytime they would happen to be operating close to each other, just so that they could barge in on each others ops and make the other one look inferior.

I would not say that is because the writer did not understand the SoBs.
Rather, it is something that almost every 40k book has no matter the faction. Faction x is getting in trouble, until protagonist faction moves in and save the day. Usually it is the PDF or IG that is faction x, but it happens to others as well.

That might be true, but it would've been better if faction X had a better reason to need help, rather than a lack of the skill/training they should have. I'm fine and dandy with some SoB needing some help, but they should've had their problems taken care of already, as they were trained to do those things.
