What your not getting is that the end of combat is not when the unit is no longer in combat or when the combat is over or even when the combat ends. I'll repeat that last one. The end of combat is not when the combat ends. Its a specific event (with a poor name) that happens at the end of the fight sub phase. It can't happen in any other phase because it is part of the fight sub phase wrap up and the fight sub phase dies not happen in any other phase.

This reeks of the argument in 6th edition that you weren't locked in combat until your initiative step of the fight phase...

If a blast destroys enough models in two locked units such that none of them are in base-to-base anymore, are they no longer locked in combat at the end of the shooting phase? May one of the units declare a charge that turn?

Yes. They would no longer be locked in combat and one can declare a charge. Of course, this would be a very unlikely scenario as you'd need to target a valid, close by target and then hope for a scatter that would hit both units. Then you have LOS issues to consider. Closest models are always removed first, so you'd need the blast to be a barrage weapon.
