Actually, the rule states
deploying.
"Before deploying he may only join units of jump infantry"
See?
Now, deploying and deployment are used in different ways in the rulebook. Deployment is part of setting up the armies on the board, declaring Reserves, setting up Infiltrators, and redeploying Scouts. Deploying is used to define when a unit is placed on the board, whether during deployment or from Reserves (Reserve rules specifically use the word deploy).
And there is only one way an
IC may join a unit before deploying, by being declared in Reserves with said unit, and that must be done during deployment. Since he is an Infiltrator, he can only join other Infiltrators during deployment.
Now, the only way for Shrike to Deep Strike with a unit is if they Jump and have Infiltrate.
Do note, that the
IC rules do allow an
IC to be deployed in to unit coherency during deployment, which then ignores Shrike's limitation, since it is not before deploying.
