They have plenty of sex. They don't reproduce because the require a Tear of Isha for every child born, and spirit stones can only be obtained by Harlequin suicide squads going to a Crone World and physically retrieving them. And they obviously can't be recycled.

I thought they could kind of be recycled by transferring the soul from the spirit stone proper to the Infinity Circuit. Of course, some fluff says that process has a slight chance of resulting in a banshee (not the aspect warrior) calling the soul into the warp... I thought the constant need for new stones was due to the eldars' desire to eventually expand their numbers again and because so many stones tend to get lost or destroyed on the battlefield.

ATTENTION
. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

Pretty sure those stones become a part of the Webway or are used in military constructs.

The only time you can really recycle spirit stones as far as I know is when an Eldar joins the Harlequins because they leave their spirit stone behind.

Also, on the Dark Eldar using spirit stones idea, I'm pretty sure Dark Eldar would never have even a faint hope of being incorporated into the Infinity Circuit. The Eldar fear violent souls would corrupt it. No, their fate in that method lies somewhere in the spectrum of their spirit stone being destroyed, eternal isolation in their spirit stone, or ego death via incorporation into one of the more long-lived wraiths.
