Dead Money was the best. I really enjoyed the general ominous, spooky atmosphere of the Sierra Madre. That, combined with the story (and a deliciously tragic backstory), made for a DLC that left an impact on me. I would recommend Old World Blues more as a first F:NV DLC as Dead Money seems to have a mixed reaction amongst other FO players.
Old World Blues. The best dialogue in F:NV by far. Cheesy 50 sci-fi goodness=win. Get this one if you can only get one.
Honest Hearts: Zion Valley was pretty and I liked Joshua Graham. But it was underwhelming as a whole.
Lonesome Road: I think a DLC based on a blasted city scape would've been great. But the linear gameplay combined with frustrating enemies and a boring story made for a lame DLC. Give it a pass.

I found dead money incredibly frustrating. All those blasted radios and everything blowing you up all over. Only thing I got out of that DLC was the gold. Which my character didn't need as he was already rich as a king
Honest Hearts I felt was just a little too short. Would have liked it to go a bit longer. Otherwise it's okay. I like the Desert Ranger combat armor and the unique Pistol I still use late game along with the .45 cal SMG
Lonesome road, aside from 1 or 2 parts where I got briefly stuck (Damn Deathclaws) I loved that one. easily my favorite. And the gear is even better. I use the advanced combat armor now for my primary armor on all my characters. Also, I found a glitch that you can wear both the ARH and the 1st Recon beret and the same time. Giving you a free +3 PER
As for Old World Blues. It was okay. Not a fan of bullet spongey enemies. But it's okay

I think they all had a good atmosphere going, but I liked Dead Money the most. Something about that Hotel seemed to fit

The atmosphere is horrible in a good way - a spiritual successor to The Pitt in Fallout 3. However, I have never finished it because
Honest Hearts:
The most disappointing. I wanted a DLC where I escorted the caravan across a long map to the city of Zion. Instead it skipped straight to Zion, which wasn't a city at all, and
Old World Blues:
This one I hated at first because of the ridiculous tone, but once I was able to handwave it away as the eccentricities of malfunctioning AI I had no complaints about the DLC.
Lonesome Road:
I haven't played enough of it to say one way or another.

Old World Blues: My favorite of the DLCs. I loved the campy 50s sci-fi setting, the puns and humor through out the whole thing and just the general feel of seeing how and why the Fallout world got to the state it's in. Loved it. Christine's sniper rifle is pretty much my staple weapon in F:NV. Speaking of:
Dead Money: Second favorite, and pretty close at that. I loved the setting; the dilapidated hotel and surroundings, the ghostly suits walking around, the deadly mist. Very eerie. The characters you meet are fantastic, Christine and Dog/God especially. The unfolding story behind the whole thing is also especially poignant. Just incredibly well done, if frustrating at times because of the stupid radios. Certainly better than:
Lonesome Road: This is probably the biggest "ball drop", because a story about a person you've never met, never seen, but whose life you've completely altered could have been done so much better. The setting was disappointingly linear for a game that provided so much freedom. The enemies were also generally bland. The little crawly dudes should have been just left out entirely. They should have focused on the not-Legion and not-NCR dudes and built on that more. The concept was pretty great; the execution not so much. The final confrontation was also 'meh', to me. Then again, playing a high CHA character with maxed out speech tends to mean you can avoid most fights. Still, the decision whether to drop nukes on the NCR/Legion feels like it should have had more impact than it did.
Disappointing, but still better than:
Honest Hearts: Holy crap this DLC was boring. In a setting as expansive and exciting and variable as Fallout, this DLC was just a snoozefest. For a story built around Joshua/The Burned Man, he really barely featured. It was the first DLC I did, and it could not have ended fast enough for me.
