Names have power in 40k, this is even truer in the case of a beings true name, if you know somethings true name you have power over it, this is why the emperor has gone to great lengths to conceal his true name, even from his sons, add to that, even the gods of chaos don't know the emperors true name and when you consider how long he's been around, that's quite a feat in and of itself.

Emperor's real name is probably the one that was given to him by his "biological" parents. He probably forgot it.

You don't have to have an emperor to have an empire. An empire is comprised of a homeland and colonies that are detached from the home land. The tau sept system and colonies on other planets make it an empire. IF all member worlds were equal in status and representation in an egalitarian government it would cease to be an empire and would be a republic. Since the septs exist to support and enhance the Tau race and home world area and its resources flow outward back toward the capitol. that makes it an empire. The British Empire existed with a constitutional monarch, and they were called emperor or empress of India, but they always used the title king. By the Time of Victoria, who held the title of Empress of India, The Prime minister and parliament had basically become the political power in Britain, and the royalty had become figure heads. SO in short Empire is system of economic and civic government, and emperor is a title. They are not necessarily connected.
