Which we then counter by building a further chain 12 miles farther out using money we borrow from China and then use for luxury beach resorts except for a few that get turned into navy, marine and air force bases to further the view that they get all the cool bases. Win win for everyone except the army who still gets forced to have their bases in the ghettos of the country.

The big ones, sadly not so much good. They pack a alot of explosives.

The Iowas are done. They can't be reactivated at a reasonable price, nor would they be valuable. They can't accept the latest in electronics or radar required for actual combat, nor can they be equipped properly with modern VLS based missiles. Their armor is not useful, as they're still highly vulnerable to being mission-killed.
16 inch guns aren't nearly as useful in the modern era than before, as smart munitions continue to get smarter, and beach defenses are not static concrete bunkers anymore.

Manual systems and weaponry is however useful against emp and counter hacking or jamming its manual systems are out right imune running fully on old sighting and back ups.
Shells cannot be jammed. Why rail guns are a good idea.

Indeed. And as electronic warfare becomes more ubiquitous in the future we might see some "old" technologies come back. Weaponized lasers would reduce the operating effectiveness of aircraft and missiles, making old fashioned unguided stuff as well as armored vehicles become more viable again.

Personally I wish they'd gone through with the plan to remove the rear turrets and base a half dozen Harrier jets on the ship. That would have been super rad. Then we could stuff them full of F-35 jump-jets and launch pre-programed smart-shells from the big guns. Rawr. A guy can dream...

Multiple large nuclear reactors, easy to mount a few on side mounts a broadside or fit some on the island.

Hacking and jamming 'dont work that way'. EMP certainly does not either, it's not magic sci-fi tech and there's a hell of a lot of ways to effectively shield against it.
A cannon, any cannon (including railguns) still needs suitable fire control else it's no better than a WW1 optically-sighted individually FCS'd gun.
It's useful in the same way that a sword can't be fouled up by mud. But we don't have people lugging around swords, do we?
If any warship is firing on any other target on the open sea optically, it's already lost and is already dead. What's a 10km engagement range against 300km+ missiles or properly guided projectiles?

From what I hear, even currently the ships we do have aren't even close to maxing out their nuclear reactor's capacity. No need for additional reactors.
