The Grey Knights are an exception since all of them are psykers.

To me it makes sence that the astartes would use librarians as commanding officiers. Many of them can to some extent read the future and would be effecient at aquiring victory and minimising losses. I can definetly see a Captain giving a librarian some specific task which requires some finesse.

On a side note doesn't a chapters librarium contain more psykers then just the librarians? I was under the impression that psykers who didn't quite make it all the way to becoming space marines are still usefull as keepers of lore and such, it's quite possible that a chapters astropaths are a part of this organisation.

Ofc, this should in theory mean that Blood Angels and successors have less problems with librarians than others. ANY marine can turn into a (OK, not demonical) homicidal berserker at the drop of a hat - the librarian is perhaps the only one that gets less dangerous since he's having trouble concentrating.

Captains are in charge of a company because that's their job -things like overseeing training, making sure all the gear is up to spec, as well as actual combnat leadership and tactical planning.* Librarians, as the name suggests, work in the Librarium. When they're not zapping Orks with their brain, they're in charge of long-range communication (and long-term strategic an operational planning in conjunction with the Chapter Master, I think). They don't have the time to also be in command of a Chapter.

Yes, Company Captains also have their other roles (Master of the Fleet, Master of Victuals, etc), but other than the 10th Company Captain, those seem more like sinecures. The Captain has to sign off on things, but all the actual work is done by non-combatant servants.
