This is just an idea and it may not be everyone's cup of tea, but I'll just mention it.
You can use the Black Shields' rules to create your own version of the 2 Lost Legions.
There was nothing prohibiting you from exploring that army, of course, but you're probably having to use another Legion as a "count-as" proxy, at least for their Legion Tactics if nothing else, or write your own homebrew. Now, there's a rules framework with these new Wrought By War "provenances" for Astartes.
In particular, the Chymerae Wrought By War options (and limitations) seems to be the closest fit.
The way I imagine it is that such Lost Legionnaires really are Black Shields. They were on some faraway mission when the rest of their Legion was destroyed, so they kept hidden away with limited resources, blackening their old insignia. Now, with the Heresy in full-swing, they've returned for...revenge? Redemption?
What I for one thought was going to be a stop-gap book until Prospero suddenly became the most intriguing one.

I think you can mix/match any legion.
