I wasn't really going super change until I got to the last point. These were more "power increase" than "Omfg eldar cowering op".
No gets hot isn't really a big deal, as that means you would just have a reason to use plasma over grav.
The two special weapon thing people have wanted for a while. Two heavy weapons seem fun. Not really broken. But imagine it in a Gladius strike force with 6 10 man tac squads, in their free rhino, naked save 2 grav cannons. Or just every tac just cheaply running around with 2 grav guns and combi grav
Terminators are generally her older as under powered. But I know that if you gave them a blanket "can assault from ds" people would cry op all day long.

It's all good. When I read two specials or one of each on a tac squad I just saw : basic csm listed in a "breaking the game" thread. I just thought it was funny is all

1) All CSM models except cultists and DPs gain ATSKNF and Chapter tactics for 1 ppm.
2) Gift of mutation and boon of mutation (Tzeentch spell) allows to chose result instead of random roll
3) Defiler becomes SHW with 6 HPs and 13/13/11 av for +55 points
May be this would be fun

DE Wyches and Bloodbrides get their dodge save vs everything except template weapons. Both units also get rending. Bloodbrides rend on a 5+ instead of a 6+.

Actually did this in a game of Planetfall Rules, and it was legal. Give any unit a special rule. I gave my 6 man team of Centurions with Heavy Bolters and Hurricane Bolters the Rending special rule.
6x3 =18 Heavy Bolter shots, 6x6= 36 Hurricane Bolter shots EQUALS 54 Rending shots. Oh, and it's all Twin-linked. It was literally my unit looks at another unit and it disappears that fast. It was glorious, if never repeatable.

Stealthy Sanctus Slipping in His Blade

Tyranid Synapse gets EW, and provides It Will Not Die to all MCs, also grants Rage to Specific units, Precision Shots to others, and Fleshbane to all BioWeapons. Anything above Toughness 3 gets and Invuln save of 5++.
Old Fleet (Current Wulfen fleet) is reinstated for Hormagaunts, Genestelears, Lictors, Ravenors, and even Rippers Swarms.
As a side note, reduce the monetary costs of all Tyranids sets by 25-50 percent.

Bring it Down, Bring it all Down Now - : Any Imperial Guard model with a vox-caster may make a shooting attack on any unit within 6 inches of his unit with the profile of Str 9 AP 3 Large Blast. If there is a Master of the Fleet in a friendly unit with a vox-caster, the attack is automatically upgraded to Str D for all friendly models with vox-casters.

Bounding Assault Marine
|
Give the Vindicare Assassin the ability to fire two rounds a round instead of just one.
Also, give his weapon stats like so:
Str X AP 2 Pinning and "Super Sniper" rule (wounds anything on 2+)
His armor penetrator round grants Str 10 and Armor-bane and also does 3 wounds to MC's and GMC's.
His shield breaker round ignores invuln saves
His poison round wounds as normal but if a model is killed as a result of these wounds then place a large blast template over the slain model that does Str 6 AP 4 to all other models underneath it.

It's the year 40, 000, you can buy walkie talkies with a longer range than a vox caster...
