Easier said than done, as GW has been dropped from two local stores. The other group meets on a day where I can't be there.

Some people dont have the option of choosing from multiple groups. Also, just because something is considered competitive does not mean that it is unbeatable. Playing against a stronger army can really teach you a lot about your own army and the tactics necessary to beat cheese lists.

As for the Eldar player trying to beat the Necron swarm. The reason his models are coming back is because he has 5+ Ghost Arcs which repair d3 models every turn. You need to destroy those if you want to stop his models from coming back. I would suggest avoiding vehicles against that Necron player because gauss auto glances on a 6 regardless of armor, and with a swarm like that he is going to roll tons of dice, meaning he is going to get some 6s. Someone mentioned this earlier, but use wraith units. They are tough to kill, and their D-scythes are template weapons that ignore reanimation protocols and wreck vehicles. Wraiths just seem like the best strategy for you against a massive regenerating gun line. They can take a beating and deal with everything they have.

Yes and no. A lower Tier army can only do so much against super cheddar lists. No amount of "strategy" can change that in this game.

You can ally in a dark eldar hq with web way portal and stick it in a squad of wraithguard with d scythes in a wave serpent. It's expensive, but the whole unit can use their flamer as soon as they deepstrike onto the table.

Dark Reapers are actually a real counter to this type of list.
1. The Ghost Arks aren't moving anywhere fast, so it'll be easy to target them. They also ignore Jink.
2. They naturally ignore all the saves a Necron gets. The only 2+ that exists is with certain HQ's.
3. With the range they have, they'll always be able to camp safely against a slower moving Necron list.
Of course I hate playing Silvertide and never used it, but that's how I imagine countering it would work.

Dark Reapers can work, yeah, though you'd need quite a few of them. Take EMLs on the Exarchs to have a good counter for Night Scythes, too.
Vehicles are a gamble because of Gauss, but Eldar vehicles can do better than most, due to saves (holo-fields save tanks - always take them!) and their Fast Skimmer status. All in all, though, what you'll need is sheer volume to chew through the Silver Tide.

If he is using the decurion (+1 to RP), then he doesn't have objective secured. Win the mission, and don't focus on killing his models. Kill what you need to with Destroyer weapons or close combat. With that many points in troops, he isn't bringing a lot of the powerful formations... Canoptek Harvest, Judicator's, Destroyer Cult... the close combat experts.

Everyone keeps talking about methods to kill Warriors... How about NOT killing them, and instead just neutering them?
(Warriors want to be shooting. Tie them up in combat with sonething, literally anything is fine, and they can't do what they want to be doing: unloading tons of gauss shots. Yes, Eldar are crap in combat... but so are Warriors. At least, against a Decurion, if you manage to engage them with something of yours that has ObSec, if you're near an objective, you get points, he gets frustration).
