This conflict looks a lot like the Korean conflict, except not quite as old, and without the threat of nuclear annihilation XD The two countries seem to have little flare ups yearly.
We frequently see pictures of soldiers like that. Since I have never been a soldier, are there tells you look for in shots like that to see how "good/skilled/professional" a unit is?

While I'm ex-military myself, that really doesn't make me a pro at spotting such in a picture (if that is even possible with troops like these in parade ground dress).
No, I was joking more about Azerbaijan's relatively poor state of military readiness and ability to engage in a sustained conflict. Sure these spec ops boys with the Tavors look strac, and did get some training from USSOCOM (via the U.S. Navy SEALS). But there is a big difference between looking kick-ass in a Moscow Victory Day Parade (where this photo was taken), and actually having the leadership to kick ass when the hammer comes down. A clear example of this is Georgia. They were in the process of updating their armed forces, received U.S. training aid, and even fielded some American made gear. They looked good on paper and on display. But they got steamrolled by a bunch of Russian conscripts fielding late-Soviet era hardware, because of poor leadership and overconfidence.

Sort of. You can tell how well drilled a particular unit is by how in step they are (these guys seem pretty good). Another clue to the professionalism of the army as a whole is uniformity of dress and equipment as well as their state of repair and again these guys are pretty good.
Well drilled tends to mean well trained, although that is very much a guide rather than a rule, and equipment wise this particular unit could be well equipped everyone else could be in rags.
Off topic for the thread but when I see something with a border flaring up again I think of an STD. I suppose Russia is like an STD. It flares up, you itch and it just won't stop bothering you ;P.

That is because bayonets are for pansies. You can tell it from the soldiers in your picture. They do not look fierce, because they have bayonets. Bayonets are decadent and make you weak. Real soldiers only need their shovels.
Here is proof:
Look at the soldier with bayonet. He is weak and scared, and not at all fierce. Meanwhile, the soldier with shovel is very fierce and about to split weak decadent bayonet-using fascist skull.
