No. Luck is just superstition.
That is until I start rolling dice. Then I may as well be sticking pins in voodoo dolls shaped like space marines for how irrationally superstitious I get.

I feel like luck is what a bad player uses to justify them failing when they've backed themselves into a corner with only one shot at a 66% chance of getting the result that could win them the game.

Luck is a manifestation of probability. Over the course of a game, you will roll an equal amount of 1,2,3,4,5, and 6. However, not all individual rolls are equally important. It's far better to roll better on invuln saves or LD than for bolter hits and wounds.

This. Assuming I have to make a total of six dice rolls, and the results will be 1, 2, 3, 4, 5, and 6, good luck is when I get each of those results on the specific roll that needs it. Probability says I will roll double ones 1 in 36 times: Good luck is when I roll the double 1s on a leadership test, bad luck is when I roll them for my charge range.

Luck, yes, as in chance happenstance. Luck as a manipulable thing? No. You can change your chances by making different decisions, but luck isn't an entity.
