This is true, but devastating hit resolves as a penetrating hit, it causes more hull points to be lost, but it is a pen. They could have easily put in the description of a pen without actually using the term penetrating hit, much like they did with the emperors anvil formation. Had they done that there would be that issue, but alas they did not.

I have no idea. It could make it a Devastating hit that that does a glancing hit for 7-12 hull points. It's kind of open to interpretation.

I think what has been missed so far: We're talking about Orks.
This isn't an space marine, or Tau, or.. well serpent shield for Eldar, but orks. Let them have it for when a sD shot comes flying at their trukk or other ramshackle device. It's not like they are super competitive.

I don't see why we should be biasing the argument just because it involves the orks. That's not the point of YMDC

This is not about orks, it's about rules. I see no difference between the serpent shield and ramshakle, other than the number needed. It is about the mechanics of D weapons and vehicle damage.

So, it is no longer a "Devastating Hit". it is now a "Glancing Hit" and a "Glancing Hit" does 1 hull point and allows cover saves and invulnerable saves.
While i agree with your interpretation i must point that since ramshackle should happen after saves are resolved (if we consider normal weapons) downgrading something to glancing do not grant you a second save chance not even with D weapons original results.

Let's say a space marine melta vs an ork truck behind ruins from 4 inches.
Melta To Hit Roll > 2D6 Pen > Ramshackle Roll > Pen Result Roll > Cover Save

The rule just say roll 1d6 after suffering a pen hit, you can't suffer the pen hit until saves are resolved.
