Tau are a top tier army, so GW raises the price on anything good to make more money.

Old armies are cheaper and old players own a lot of them so GW makes them suck. This encourages players to buy the newer, more expensive armies and units.

Maybe take the tinfoil hat off? Everything GW makes is expensive, and newer kits are more expensive than older ones. There's no greater conspiracy than that, because there's plenty of examples of new, expensive kits that are crap rules wise.

With the latest releases GW did its usual price hiking with Fire Warriors and Crisis Suits which unfortunately jumped up the price for an army by a lot. While the Crisis Suit kit is a HUGE step up in quality for a fair price change ($10 more for a kit with more weapon bits, higher quality sculpt, modeling options that doesn't require cutting + green stuffing) but the Fire Warrior kit has become a rather poor value proposition. $14 more for 2 less infantry that basically have the same sculpt and all. Doing the math paying MSRP 6 full units of Fire Warriors use to cost $216 but now your paying $350 for what honestly looks so similar to before that its hard to notice from 3 feet away. The Fire Warrior pricing was a huge misstep by GW and it really makes the barrier to entry much higher for a Tau player.

All that said the Start Collecting Box is crazy good value if your looking to get FWs and Crisis Suits (as any Greater Good following blue blooded Tau should) as its just $10 more than a Crisis Suit kit which comes in it and your getting FWs + an Ethereal. It seems weird that the Tau Start Collecting Box is such a deeper discount than the other Start Collecting Boxes but it makes me wonder if the pricing for the older kits was used when figuring out this box....

More like they couldn't man up to the FW pricing screw up for some reason (fear of shareholder/managers?) so they took advantage of the Start Collecting box to get around the issue.

can neither confirm nor deny I lost track of what I've got right now.
