Pretty sure currently Nurgle is #1 on the power scale for chaos gods, at least when it comes to war within the warp. Last I read, the garden of Nurgle is ever expanding and the other chaos gods cannot stop it. Tzeentch tries, but no matter what future he forsees, the garden does something different. This is a large portion of where Tzeentches disdain for Nurgle originates. Nurgle can create futures through poxes and plagues that Tzeentch cannot see.
I don't believe Nurgle storms the other gods territory often, just slowly expands his into theirs, and they cannot stop it.
Khorne is the physically strongest, but big muscles wont save you from the flu.
