These are all good, common sense suggestions. The only thing I might disagree with is letting you take Librarian Dreadnoughts in a conclave, that seems a bit busted.


Flavor rules:

Chapter tactics:
- Units equipped with Jump packs inflict D3 Hammer of Wrath attacks in close combat
- Models with Blood Angel chapter tactics have a Feel No Pain (4+) against wounds caused in Overwatch and Interceptor based attacks.
-Jump packs may be used in both the Assault phase and Movement phase.

If a Captain/ Chapter Master or Chaplain is equipped with a jump pack, Assault Marines become troops choices

Jump packs may be used in both the Assault phase and Movement phase

Assault Marines, Sanguinary Guard, Death Company and Death Company Dreadnoughts gain Furious Charge (don't know if they have that naturally or not)


Blood Angels definitely need their own chapter tactics. The hammer of wrath thing is good. I'd change FNP to a 5+ invul save and a 6+ invul save against Overwatch and Interceptor for units with jump packs and flyers only, to represent their evasive manuevering. I don't think the furious charge thing is a good idea, but the others are good ideas.

The rest of the individual unit buffs seem unnecessary, just a bunch of buffs to a mid-range faction that really don't need any.

It's weird, because the entire army already has furious charge.

Ideally, I'd slightly alter the composition of the Demi-Company, dropping the required Tac Squads to 2, plus mandatory Assault squad w/Jump Packs, add 1 Bike or Land Speeder (in place of the 3rd Tactical). Hence, a BA demi-company would look like;
- 1 Captain OR Chaplain
- 0-2 Sanguinary Priests
- 0-1 Honour Guard
- 2 Tactical Squads
- 1 Assault Squad (unit *must* be equipped with Jump Packs)
- 1 Land Speeder or Bike squad
- 1 Devastator Squad
I forgot to say that I think this is a really good composition. Assault squad has to be ten models with jump packs, and then some of the tactical squads can get replaced by speeders, bikes, or tanks.

I would go so far as to say the Tacs & devs MUST be deployed via pods, and the Devs could be replaced with Stormravens or Stormtalons.

The formation bonus would be 5+ stackable fnp versus overwatch & interceptor, double HoW & DS scatter for ALL units world be 1d6. Plus some bonuses for the flyers & their passengers I can't think of right now.

This would be a formation that would emphasis BAs nearly reckless attack style with appropriate units & bonuses that make that viable.

The BAs aggressive tactics seem reckless to opponents that lack the skill to deploy so near the enemy. The BAs used to have DoA as a chapter tactic to back up their fluff. As the IoM's premier orbital/air assault force the BAs are capable of Deep Striking near the enemy, AND with accuracy.
