OK, well putting the issue of Rites of War to the side, can anyone seriously argue that the massive decrease in points costs with the new redbook is not power creep. I mean, sure, every legion army benefits, but 30k is more than just Space Marine legions. Did Questoris Knights or Solar Auxilia get a corresponding points decrease? Did Chaos Daemons, or Cults and Militias get a points decrease?
If they did not, then I think the non-Legion HH gamer has every right to say that power has crept into the legion army list by way of points reduction alone.
Cults and militia didn't get extra stuff in the red book, but they are very much the 'red-headed stepchild list' - as far as forgeworld is concerned the Imperial Army list is the solar auxilia (because that's using their models).
Qaestoris Knights, however, did.
Most importantly of all, though - my main argument that it was 'fixes' and not straight 'power creep' is that not all the points changes went the right way:
~ Thudd Guns now need to buy shatter shells as a bolt-on, and are more expensive than they were if you do. Yes, you can field more of them for cheaper if you don't, but that's the point - it was the frag/shatter combo which made them so broken everyone just loaded out with as many as they could, now, maxing out frag rounds is taking extra antipersonnel at the expense of antitank; unless you sink lots of points into the upgrade, they're no longer "missile launchers but better".
~ Knight Wardens (indeed every knight carrying the Avenger gatling cannon) got a points increase from the Imperial Knight codex; because whilst those weapons are no nastier, the potential to get overwatch, tank hunter or skyfire (via pilots) means so much more on a multishot weapon rather than a blast weapon
~ Breachers didn't get a points drop, they got a points shift - so whilst the 'bulk cost' for ten went down, the cost per extra model went up, making smaller breacher units more attractive relative to larger ones.
