Because it was first deployed and used by the Psace Wolves Legion during the Heresy but later adopted for use by the IG.

So is the Sicarian Battle Tank named after Cato Sicarius? It would only be right if Sicarius' accomplishments preceded him by ten thousand years.

If it is a reference it's probably to the old assasin grandmaster who won the assasin civil war (a vindicare). The Inquisition created the Ordo Sicarius after him to make sure the temple of assasin would never do civil war again. This predates Cato Sicarius by a few thousand years. Not sure about the exact date (post HH Anyhow) and not sure how old the tank is.
