The 10% of good designer types on Dakka AT ALL are drowned out by the 90% who really have no business claiming to be designers at all. And the good ones aren't the ones dominating thread traffic, much less Proposed Rules. If GW made their presence known there, it'd probably be even worse.
While GW may keep tabs on forums for the general "feel" of the community on occasion...I have serious doubts they're looking for game design opinions from random people on the internet (particularly DakkaDakka).
