Just wanted to correct that, germany was in no way democratic, it was a monarchy in WW1 and became a democracy after the novemberrevolution at the end of the war. This democracy then was replaced/destroyed whatever you may call it, by the NSDAP.
To be precise, Germany was a constitutional monarchy, similar to how the British constitutional monarchy functioned at the time. We still have constitutional monarchies to day, I myself live in one, and they've always been democracies. Just because you have a king, doesn't mean your constitution is any less democratic.
In Imperial Germany prior to WW1, you had an elected parliament, legal opposition parties, a free press and so on. The Reichstag was one of the most progressive parliaments in Europe. These are all hallmarks of a democracy.
However the powers given to the monarch, which allowed the emperor to intervene in how the state was run, and which they would frequently do, isn't something we'd recognize as democratic today. None the less, Germany at the outbreak of WW1 was essentially a democracy, or at least marginally less democratic than the other European powers.

Pretty much the entire IG is a bunch of racist, terrorist, intolerant, murderous sociopaths, so I wouldn't stress it...especially when you consider that they are THE GOOD GUYS (so imagine the villains social construct)
Most of the 40k factions are pretty morally indefensible. Or requires a 'from a certain point of view' thought process (e.g. the Eldar see humans not unlike how we see chimpanzees, and we'd consider it morally justifiable to kill chimpanzees to save humans, therefore the Eldar feeding humans into the meat grinder to stay afloat is acceptable). So we've either got to accept that it's just a game and we're not implicitly buying into the moral logic of our armies, or take advantage of the scale of the setting and the vast gaps left for us to invent culturally distinct subfactions to declare our specific Craftworlds or Marine Chapters or whatnot the nice ones.

I like to think of it more as "its just make believe models beating each others @r$$e$" and leave the morality at home  I play games to "escape" reality, not wallow in it or simulate it.

Victoria Miniatures doesn't do them, unfortunately, and I'm not turning up any good historical options (closet I've gotten in plastic are Sudanese Mahdist Revolt troops and WWII British/German desert infantry). You could try finding alternate arms for Haradrim models, I suppose?
