You don't see a whole lot of DE merchandise in the brick and mortar stores these days either (or so I've heard). Does that give me basis to try and disallow someone's DE army?

IA is official stuff, they sell the books at GW stores and you can use the stuff for it if you like. however tournaments dont let you, most games workshops dont let you as they feel its some sort of unfair advantage having a 600pt tank in a game of 1500pts. But they should not sell the stuff if they dont allow you to use it.
