You could argue that by their very nature, all Primarchs were psykers of some sorts, basically being Greater Demons incarnated into flesh bodies.

Are you telling me Greater Daemons of Khorne are psykers? (And where are we getting 'greater daemons incarnated into flesh bodies' from? From the sources I've got that only works if you believe what the Chaos Gods had Erebus tell Horus, which may or may not be bulls***.)

By definition, daemons cannot be psykers. A psyker is a mortal creature whose "soul" is strong enough to allow it to channel the energy present in the immaterium and use it to act upon the physical world.

However, daemons can by their very nature do the same thing as psykers. Harness the warp's energy to shape the world around them. Even Khorne daemons. However Khorne doesn't use this power offensively, he and his servants use it to increase their own martial prowess and then fight their opponents head on, in an "honorable" fight.

Cato Sicarius, after force feeding Captain Ventris a copy of the Codex Astartes for having the audacity to play Deathwatch, chokes to death on his own D-baggery after finding Calgar assembling his new Eldar army.

Yeah agreed.

Replace 'psyker' with 'creature of the warp' and it's perfect.

All of them are created using powers from the warp, so it's not incoceivable at all that even those that display no raw psychic talent may manifest in different ways.

Besides, there's no actual evidence that in order to be a Perpetual you have to also display other psychic powers.

The story of his death on Malan'tai is still there, the resurrection is not. So it seems that his perpetualness may have been retconned.

The one place where Thrawn was referred to as a Perpetual is still as available and canon as ever:
