I don't think the Sons do see themselves as loyal to the
IoM, they just don't see themselves as Oathbreakers. One of Magnus' desires is to see the
IoM turn against the Space Wolves the way it did against his Legion.
Ahriman actually flat out states that the purpose of the rubric is so they can show themselves to the emperor again without being purged. The Sons want nothing more than to return to their former place as warrior scholars, defending the Imperium.
Considering he's still officially kicked out of the Thousand Sons what Ahriman thinks, says or does hardly matters.
The Thousand Sons and their Primarch recently attacked and helped destroy Cadia - their grudge with the Space Wolves is one thing, everyone in the
IoM has legitimate reason to hate the Wolves on some level - destroying Cadia was not the action of an Army that still considers themselves loyal to the
IoM.
