Counting two Bastions, a Skyshield Landing Pad and some more terrain, it is likely this is just a promo shot or, at best, a very high-end starter set, like some special edition or something.
I could, at this speculative moment, be completely wrong, however.

Nope, that is definitely a Tau stealthsuit: Obvious fusion blaster and single fin off of the back, if this is the starter set it's definitely not the death guard. As for what I think is a destroyer: Note that it has a flight base, a split in the middle, and the thing sticking off of the side could be a heavy gauss blaster. If this isn't a random promotional pic, and is indeed the contents of the 8th ed starter then it's Tau and Necrons vs. Ultramarines.

Look like either Death Guard Characters or a new jump pack style squad (probably with fly wings knowing nurgle).
We know the new Death Guard Bell guy is in the picture and the squad at the bottom is the new cultist/ zombies, while the central squad is likely the new terminators.

We don't even know what the death guard look like, the only pictures we've seen of them look like fat marines, with the exception of the one guy with a bell over him, who looks like a fat marine with a bell. I suppose the closest thing we have to that in the picture is this guy:
Who look like he has that same kind of arch over him with something hanging from it, possibly a bell. This is the best picture I could find of the bell marine;
But calling this promo pic potato quality is an insult to spuds, it is seriously as clear as interpretive dance.

Here's hoping these are "new Death Guard models" and "what normal Marines' Mk.8 armour looks like" rather than 'new factions'. AoS' decision to split the High Elves into six different 'factions' (seven, if you count sending the Maiden Guard over to the Wood Elves) with exclusive command abilities irks me to this day.

Really? I'd only seen the one box of models and can't see them as a faction on the web store. I'm not trying to be an ass here, I wasn't a huge fan of how the games evolved in 7th so have been out of the loop, and haven't really seen any of the gathering storm books, so I have no idea about the fluff for them. I just thought the box was a pack of special characters for the eldar.
The fluff on that page in that seems to indicate them being a full playable faction though, as it states:
The Ynnari are a recently risen faction within Aeldari society. They worship Ynnead, the god of the dead, a burgeoning power within the Aeldari pantheon. Through the leadership of Ynnead’s high priestess, Yvraine, and other champions, the Ynnari use the souls of the slain to empower themselves in battle. The Ynnari believe themselves to be the saviours of their entire race, but there are those who fear they are no less than the final doom of the Aeldari made manifest.
It is the Ynnari’s plan to fulfil ancient prophecies of Slaanesh’s defeat by dying. However, their version of the prophecy does not involve their race’s extinction. Instead, by absorbing the souls of dead Aeldari themselves, the Reborn intend to starve She Who Thirsts out of existence. It promises to be a lengthy battle, but Ynnead is eternally patient.
If nothing else, it certainly gives the impression that they are a distinct faction with more releases to come.

They aren't, as of right now. Ynnari are mostly just a special detachment that allows combined Eldar forces, and a special rule called Soulburst that allows certain actions when a friendly unit dies.

Sisters of Battle finally? I'd think the huge saltes of celestine etc would have them convinced by now...
All I really want from them is plastic troops though, not special characters.
That image with the DG vs Ultramarines...well i'd put money on it that is the new starter. Looks to contain the typical contents of a starter. Wish it was in a higher resolution or something.

If I had spare cash I'd put money on it simply being factions/units/models we know being re-fashioned into new "factions", i.e. due to the huge map-changing storm, and the return of Girlyman, etc.
I think the closest you'll get to brand new stuff is much like the Ynnari - a few new character models and some new combinations/alliances of existing models.

well I predict we will get a new chaos faction, and something from the Halo stars region, possibly a far flung Human faction which did not lose its technology and even expanded it and are very scientifically aligned and will be trying to bring the Imperium Humans back into their fold so to speak.

The sales of the fine cast Canoness alone should be enough to show GW what the demand for SoB is. If Sisters weren't all metal, I'd already have started an army.

Technically, that is not a new Faction. They show up in the BRB.
However, I can definitely get behind them getting plastic models for the first time. If I had a job, it would convince me to start collecting 40K again. I wants my nuns with guns without having to sell a kidney.

I'm conflicted about this. While I would love a new xenos race, I can't help but get the feeling that other xenos would get less attention because of GW's whole "if it ain't imperial, then I don't wanna talk about it" - especially as they said 8th will be MORE imperium vs chaos coverage (IIRC). More races is great but not at the expense of all the already neglected factions.

Factions, plural. It'll probably be like Age of Sigmar where we heard hints of future things because of hints with the lore.

They said they're pushing the Imperium vs Chaos focus, so if anything it's either going to be another loyalist chapter becoming a 'faction' in the same way Thousand Sons and Death Guard are, or they'll bring Lost and the Damned back in a non-Forge World capacity.
I think at this point Games Workshop would prefer people pretended non-Eldar Xenos didn't exist so they can focus on Horus Heresy 2.0.

Would it be a fleshed out Ynnari? Sounds like that's it honestly. They showed ynnari and the death guard on the site but i have no idea. Looks like chaos will get multiple factions (death guard and thousand sons). Not sure if split off from the main group to be more individual (like blood angels or dark angels with marines) but still part of the same force.
We could always do with a 2 sided dark angels force. One loyalist and the other chaos.

You know what'd be cool though? Tau auxiliaries (kroots, vespid and human forces) and eldar exodites as a couple new factions.

That picture of 'death guard' vs marines doesn't have anything larger than a marine. Starter sets still have some kind of big thing, be it a deffkopta or dreadnought. They wouldn't have pure infantry vs infantry. Just looks like a promotional picture.
I'm hoping for Sisters or Imperial Renegades but I'm fully expecting 'Guilliman's Ultra-Ultramarines'. I mean, Space Wolves get their own codex and they don't even have a primarch model! What gives! Guilliman needs his own codex.

In general though, every faction has been brand new.
If you were a Dwarf player in WHFB, has your army been updated? Not really, instead there have been two new "dwarf" (now Duardin) factions, Fyreslayers and Kharadron.
If you're a Warriors of Chaos player in WHFB, has your army been updated? Not really, because again Bloodbound and Tzeentch Arcanites are completely new factions and seperate from the old Warriors of Chaos (now Slaves to Darkness).
This is a definite break away from the old model of; faction receives new codex/army book with a new kit or two.
So I expect for basically every faction to be new, and old factions to not get direct model updates.
My guess is, New Space Marines will be their own faction and Death Guard will be their own faction. I imagine Ynnead Aeldari will come near the start too. After that I think it's impossible to know what the new factions will be, but I don't think you'll see a Tyranid (for example) update, instead you'll see a new tendril of the hive fleets enter the Galaxy that'll be a completely new faction in its own right (although likely able to be allied to Tyranids and GSC).
I think that it's clear they're going to adopt something of the AoS style "Faction" releases rather than traditional army books, but I don't think they're going to go through and rename everything. The Mass renaming of AoS is a rather blatant response to the Chapter House Studios debacle, where it became obvious that GW can't copy right generic concepts like "Space Marines" (notice the last SM dex was named Adeptus Astartes: Space Marines, not just Space Marines). The mass redesign of Fantasy into AoS complete with its silly spellings and more "fantastic" artwork is to me an obvious bid by GW to better protect their IP by making it more unique. They can't copyright drawves, but they can copyright "Fyreslayers."
There's less need for that with 40k, especially if the traditional armies get cut up and spread out into distinct supplement style releases.

To be fair, there's no way to know this is a picture of the new starter. It could just as easily be a shot of people playing for a paphlet or a section in the rules explaining collect - build - paint - play concepts.
Those people are damn awful at terrain placement!
