Nope. Perfectly clear. Those who think other wise need help. Do they reach a "Stop" sign and exclaim. It doesn't say 'Don't run!' so it kind of means 'Run!',,,, total lunacy. Literally the only reason I can see an issue is if English isn't your first language.

The first rule of unarmed combat is: don’t be unarmed.

Anyone that says this is perfect wording is clearly deluded. Although easy to understand, it's clunky and they pretty much never word distances this way in the rules. They could have just said the unit must be placed at least 10 inches away if they want a 10 inch charge range.

I leave open the possibility though that there is some unrevealed game mechanic or not so apparent logical reason that would rationalize this 9.00001" closest placement distance.

the 9.00001 Is still a valid placement, but it does mean if you want to charge you will need to roll at least a 9 to get within the 1" requirement for combat.. at 'At least 10" away' the required result would be a 10 to get to the 1" mark

It is a big difference when it comes to the charge.. anything that is 9.0001" to 9.99" away will require a 9 to make charge..

It's not difficult

If you want to assault, you need to roll a 9

Since you need to be within 1" for it to be successful, but you're just outside of 9".
