Only Special Characters have their Wargear included in their Base Cost, Sang Guard need to buy everything they have.

Working out point costs just got a whole lot more complex. I must have missed this in the rules. It just seems really counter intuitive that the Sanguinary Guard listing states they have an Angelus boltgun, encarmine sword and their free grenades, why not just list the basic cost as 44 pts (22+13+9).
This certainly explains why the plasma pistol is the obvious choice, far more devastating and cheaper.

On the bright side I now have a lot more points of BA than I previously thought.

Furioso is expensive, but has access to some brutal weaponry, and can hitch a ride on the Stormraven.

I cannot wait until that glorious day when I roll a 12 for the amount of Frag Cannon shots.

They don't strike me as bad. Or at least, they are no worse than other SM chapters and arguably better. I'm still impressed by BA company veterans, who can actually do deep strike melta at an affordable price (unlike drop pods). Melta range doesn't matter so that's fairly nice. Death company also aren't bad, most of the hate comes from people who don't know how power levels work and think the power level represents the base unit without upgrades. In truth, death company are perfectly adequate elite assault troops, might be a bit pricey but the new version of FNP isn't bad.

I don't think you understand how the 'new version of FNP' works if you think it isn't bad, it's almost nothing at all. The Company Veterans are nice, but I don't think people are mistaking 'power levels' as base unit without upgrades for DC - Death Company still cost a fair bit of points, they are decent though - far far cry from what they used to be and far less than previously comparable units, but still good and usable.
BA could also previously deep strike melta for cheap, it costs quite a bit more now... which in the new context isn't necessarily bad but also not necessarily counted among the 'winning'.
