This list would by no means be frustrating to face, nor would I have objections to facing it multiple times, as long as you like to play it. It's not particularly strong, but it's not weak by any means, so it's still sure to be a fairly fun game.
I''d like to hear what lists your opponents are fielding if they're having trouble.

One piece of long-range artillery is very tame for Astra Militarum standards. Personally, I like to take at least two Basilisks.
You're taking a mid-tier Scion special weapon (the best one is obviously Plasma) and no Tempestors, I'm not seeing OP here either. If you want the regimental doctrine you'll have to kick the Scions to a different detachement though.
4 Leman Russ don't sound too bad either. Taking one Punisher and one Demolisher means you're versatile against both GEQs and MEQs, but not overkill against either. Against a shooty army, even Leman Russes tend to go down quickly. I played a 1500 against shooty Raven Guard with 3 LRs last weekend....and all of them bit the dust by the end of the game.
I think the Scout Sentinel is actually one of the most important parts of the list, actually, because he has so little infantry. The fact that it's going to die is meaningless, it only needs to exist during the enemy's first movement phase. It's presence and its Scout move allow it to drive back the perimeter at which deepstrike units and unit arriving from ambush and outflank can arrive, as well as potentially slow down enemy Vanguard units. By pushing these back or forcing them to wait a turn until after it's been destroyed, he gives his list a turn to bring it's full firepower to bear and breaks up the enemy alpha strike. The sort of things that seem to be popular right now would make absolute mincemeat of it otherwise.

As I see it, that sentinel alone elevates the list from "pretty bad" to "solid in a casual setting".

Indeed. They shoot twice if they have not moved too far.
One of our local players has four russes and one baneblade. It’s hard to deal with this list.
The OP list is fine but not overpowered.
