I'm not entirely sure what you are getting at? Chaos as whole isn't particularly scary, it's mostly like 1-2 units from demons renegades combining to wreck face. I wouldn't mind those issue being fixed, brimstones having something happen and the malefic lords are also a bit silly atm if that's what you mean.

Generally speaking, if you just play pure CSM you will probably have roughly what you want. Pure CSM has good tools but they are a bit tricky and one dimensional, particularly compared to some of what normal SM have to offer, not to mention the gap between the DG codex and BA/DA is rather hilarious when you look at what the various armies lose compared to their parent army.

It's only renegades and/or demons (well, and Magnus) that really push the power level of chaos up as a high as it is, which is kinda funny given they don't have codices, but honestly that's the same situation as last edition. CSM just went from amongst the worst to the lower middle in 8th, and given how codices are looking atm I expect they will end up gradually falling lower and lower.

TBH, Brims would be fine if they just didn't get the Ethereal Form rule (so they had a 5++ instead of 4++). If it were me designing them, I'd actually have them gave a rule where at the end of each turn, D3 brimstones in each unit burn out (after the Morale casualties were determined).

they should not be a unit we see vast numbers of, they should be included for fun and fluff.

"Got you, Yugi! Your Rubric Marines can't fall back because I have declared the tertiary kaptaris ka'tah stance two, after the secondary dacatarai ka'tah last turn!"

"So you think, Kaiba! I declared my Thousand Sons the cult of Duplicity, which means all my psykers have access to the Sorcerous Facade power! Furthermore I will spend 8 Cabal Points to invoke Cabbalistic Focus, causing the rubrics to appear behind your custodes! The Vengeance for the Wronged and Sorcerous Fullisade stratagems along with the Malefic Maelstrom infernal pact evoked earlier in the command phase allows me to double their firepower, letting me wound on 2s and 3s!"

"you think it is you who has gotten me, yugi, but it is I who have gotten you! I declare the ever-vigilant stratagem to attack your rubrics with my custodes' ranged weapons, which with the new codex are now DAMAGE 2!!"

"...which leads you straight into my trap, Kaiba, you see I now declare the stratagem Implacable Automata, reducing all damage from your attacks by 1 and triggering my All is Dust special rule!"

Mutilators suck, but that's a problem of the concept of the unit that simply cannot work.

I don't know...i'm warming up to them at the new point cost. I'm sitting on them until the Thousand Sons book pops up, but there are a few builds you can lean into to make them a good back field concern.

Now only if there were a model I liked for them...

Oblits would be too strong with lazcannons/multi-meltas. They are honestly a bit too strong right now if used with alpha legion infiltrate.

Are you sure you're talking about Chaos Obliterators ?

Their current weapon is miles better than a Lascannon or Multi-melta and no one ever uses Alpha Legion's Forward Operatives on Obliterators since they can Deepstrike...

-1 it to hit from AL. They're also Daemon so throw in the Changeling for -2 to hit....for now anyway...
