Model and codex released dont exist in a vacuum anymore, they are part of larger narratives that are meant to be complimentary with developments at black library. To do that things (model design, codex creation, event planning and getting that tontie in together with black library books) have to be planned out and designed years in advance.
GW is very much a company to give us something totally new and out of the blue if it suits them. The Custodes are a great example of this- yes they got thier recent big release in response to very positive sales, but the whole thing has been anchored in a narrative that saw another new book, the Death Guard codex released and on the fantasy side of things were looking at a major expansion of a faction (Daughters of Khaine) in a stylistic direction that couldn't ever have been backed up by sales data alone.
I'd say that GW, like any good company realizes that sometimes you have to be proactive and make demand for a product rather than be totally reactionary to sales data.
I absolutely agree with the principals here, but I don't see how it makes an Emperor's Children codex more likely. No one was asking for a Custodes codex, but they chose it anyway because they knew they could build hype and make a successful launch. So why go Emps Children when it could be dozens of other things?
It MIGHT be of course. I just don't think people should get their hopes too high until there's more to go off.

I think it's more likely since they already set up a narrative hook for it in Gathering Storm. Slaanesh attempted to tempt Guilliman, and Fulgrim has vowed to to kill him again for good.
That's already a great set up story line wise for either a release or a summer campaign (if not both) as well as a great narrative hook for novels to be based around. Likewise GW at events has confirmed there are developments for Slaanesh in fantasy, and she keeps getting mentions in recent lore and fluff. Take that into account with how the two previous big fantasy releases for demons (Tzeentch, Nurgle) have been married to 40k releases (Thousand Sons, Death Guard) for the attenting legions and I thinkg the case for Slaanesh and the Emperors Children is very compelling.

In Death Guard's Designer Commentary, the GW guys said that they want to give Chaos what they have give Loyalist marines with Blood Angels, Dark Angels and Space Wolves. They said that they wanted to expand the big four chaos legions in his own thing instead of just being vanilla CSM with 1-2 two units.
So Emperor's Childrens and World Eaters is not about if they are gonna have a release. Is when.

And rereleasing same books at high frequency is not going to fly forever. They need SOMETHING new once in a while. You can see that pattern from GW. Sure they keep rereleasing same books but if that was all they did there would be like ~10 codex max.
