Assuming you mean Gregor Eisenhorn, not Trevor, then there was a model released for him during the last year (though it might be a limited release, I can't remember). There are rules for Cherubael, but not the retinues he tends to have in the earlier books.

Welcome to the age of modern GW plastics and their current business model.
1) GW seems to be steering slowly away from finecast which is a brilliant decision because it's a gak material and their quality control is...awful.
2) GW won't release rules without a model.
3) GW is doing new characters in plastic.
4) These GW characters in plastic are often obnoxiously priced, prohibitively so in many cases.
This is arguably one of the biggest downfalls when GW left metal miniatures, and failed to appropriately grasp how resin works (even worse, pretending resin was somehow worth more money than metal). So, unless GW changes their tack the future is extremely dim for what I would term "Secondary" named characters in 40K. Outside of limited edition special figures, has GW released any "new" characters or models in finecast as the primary material? I mean in the past couple of years?
So this means a new named character now needs to "justify" a plastic mold for itself. Metal figures were super easy to produce in decent numbers almost on a whim by comparison with factory space necessary in China, etc. If GW isn't willing to do this with finecast (something no one is really complaining about - it's often been a very subpar product), they have no cheap, quick, or "easy" way to produce named characters...unless they change how they do business.
This is compounded by their willingness to do plastic one-off sprues and character sets for games like Blackstone Fortress and the Rogue Trader expansion. This seems to be a part of the market where they're wandering a bit aimlessly.
How many secondary characters in 40K do you think GW would deem worthy of a full mold and production line if using plastic? GW might grant sprue space to somebody like a Space Marine Chapter Master or something, but lesser than that? Going to be tough to justify. Will GW try to introduce more of these secondaries by putting them in a boxed game, starter box style thing?

And some characters with models had their rules pulled at the start of 8th. Sly Marbo (he got his rules later) canoness Veridyan off the top of my head.
Finecast was introduced due to the rising cost of metals and shipping costs as shipping metal models got more expensive, and resin could use the same molds. however GW went with a terrible choice of resin that was extremely fragile/brittle and i dont think i ever got a single finecast model that wasnt broken or exploded into pieces when trying to clip them from the sprue.
Pricing sadly is based on how many you are likely to purchase, which is why characters are absurdly overpriced, just look at the officio assassins now, got to make their money back on the Tooling/molds/sculpter whatever.
but yeah sadly no model/no rules is becuase GW wants to avoid fueling third party manufacturers even though GW encourages personalizing and customizing your own models to fit unreleased models for rules.

It wasn't just Marbo's rules that were pulled, the model disappeared as well around the time of the Chapterhouse case... It would presumably have been a little embarrassing to have him sitting front and centre while they were busy trying to convince a court that all of their ideas come from the heads of their designers with no outside influences...

'Fine'cast didn't use the same moulds. Models for 'Fine'cast were re-structured onto mini-sprues and spincast in silicon moulds, as opposed to the vulcanised rubber moulds GW used for metals.

@ Elbows - Good job I'm not talking about bringing the models back whole cloth, or introducing new characters without a model. But with the Warhammer Legends files for Dark Elves, Beasts of Chaos and "Heroes of the Old World", they have shown some small willingness to do legacy support for models they have previously released.
All I'm talking about here is something like "Heroes of the 41st Millennium", with rules support for characters which have had models produced over previous editions - possibly tied in to a M2O wave.
Admittedly, my use of "Legends" in the thread title seems to have confused some people, but there you go...
