You can make a perfectly competitive Ork army without any Index options. Is the Bike Boss better than the Trike? Yeah. But the latter is still 100% competitive.

someone just returning the the game proably doesn't need to be bombared with a bunch of WAAC rules lawyer bs

Ah come on now. Let's be real. Getting "up to speed," does not entail taking optimal lists, and nobody is getting curb stomped because they don't have the index, and if whoever is helping OP thinks curb stomping him is the best way to get up to speed, then he's got problems that not even 94 publications can solve, so can you please stop picking at this scab?

OP expressed his concern about there being tons of rules scattered everywhere, and while the rest of us are here trying to put him at ease by explaining that the vast, vast majority of these are optional, you come along and try and scare him off the hobby altogether. Is your gaming community really so robust that you have too many opponents to choose from, because in my experience, this hobby can use all of the people it can get.

@OP: once again, let me reiterate, that while there is indeed an absolute ton of material available, and that at some point, you're going to want to pick a lot of it up to maximise your experience, I can teach you how to get started with the game and use your models with no more than two publications, one of which is free!

I'd say what you need is the quick-start rules .pdf, Battlescribe, and the Ork Data Card box for the psychic powers and strategems.

The powers and strategems are also in the codex, but most of the codexes are useless for point values and next to useless for army building because the point value charts and rules are so badly organized.
