Yeah but they are mostly good additions, esp the newer ones. Industries really changes up the game and adds a huge wealth of content and Parklands and Campus build directly off those ideas for their respective regions. I think some of the earlier ones weren't as content heavy and things like the snow-themed pack have issues (not all the following DLC elements add specific snow-themed content since snow theme is done by map limits not as an in game weather change). It's a bit like Crusader Kings 2 - it looks nuts the amount of DLC there is, but when you actually look at it most of it is worth the cost. The trick being to get them at discount and get the ones you want rather than slave yourself to getting "it all"
