Horus Rising is still after the RG corax incident. Horus was a gloryhound long before he discovered the warp held things that could think on their own.

the very first HH book says each Primarch represents an aspect of the Emperor and that Horus' was the Emperor's AMBITION.

The Black Book in which the Raven Guard are first given rules in 30k features a notable campaign, the aftermath of which the Imperial administration went to effort to hide from Corax, knowing that he wouldn't approve of what they did.

It's not an element GW's ever expanded on - but I think it only makes sense, given what we know of Corax's formative years, that he had to either willfully turn away from the Imperium's sins, or be maneuvered away from them.
